New York City Elevator DOB: 2025 Periodic Inspections


Since January, 2022, updated Department of Buildings (DOB) codes in New York City have expanded to cover elevators, escalators, and additional conveying systems. These changes now require an Annual Periodic Inspection (PI) as a mandatory component. Here is an overview to help building owners and managers understand the essentials of the new requirements for all forms of Vertical Transportation (VT) in 2025.

Overview of NYC Periodic Inspections:

Periodic inspections ensure that buildings meet local safety standards and building codes. Various agencies oversee these inspections, including the DOB, Fire Department of New York, and The Department of Environmental Protection. Since January 1, 2022, building owners are responsible for completing these inspections on time per the new code.

 

Periodic Inspection (PI) Key Updates:

  • Testing Changes: All NYC inspections now have modified protocols for Periodic Inspections and Category 1, 3, and 5 tests.

  • Maintenance Contracts: All passenger, freight, and escalator systems must have active maintenance contracts.

  • Increased Standards and Costs: Stricter requirements for Vertical Transportation may lead to higher operational costs.

  • Fireman’s Recall: This function will be verified during all Periodic Inspections and Category tests.

  • Tracking Services: New tracking rules, regulations, and filings must be followed to avoid penalties.

  • DOB Filing Updates: Changes include new filing fees, fines, and forms.

  • Important Compliance: Some units may require three separate tests to comply.

  • Reduced Deadlines: The DOB has shortened compliance and filing deadlines and introduced new procedures.
